Abstract:
The reform processes of the 1990s dealt a serious blow to all spheres of society, including the cultural sphere and the mechanisms of implementation of the state cultural policy. The collapse of the Soviet state, the course of transition to a market economy, liberal- democratic norms, building new socio-cultural and political relations led to fundamental changes in the established forms of management in the cultural sphere. However, even in these difficult conditions, society and the state had to respond to new challenges, adapt to changing value-cultural and political-ideological orientations, try to preserve the ethnocultural traditional foundations of the multinational Russian society, including in the North Caucasus, and build a new cultural agenda. For more than two decades, processes have been underway to find and form mechanisms to support the cultural sphere, to preserve and develop viable forms in the current socio-political and economic environment. In 2014. The ‘Fundamentals of State Cultural Policy’ came into force by the Decree of the President of the Russian Federation of 24.12.2014 № 808, the significance of which was that culture was officially one of the main ‘national priorities’ and ‘the guarantor of the preservation of a single cultural space and territorial integrity of Russia’. This article examines the evolution of cultural development in the post-Soviet period using the example of the socio- cultural environment of the Republic of North Ossetia. The research identifies the main problems that hindered the full development of the cultural sector, as well as new vectors of development. Using historical-comparative and retrospective methods, the authors analysed the formation of new principles of cultural development and the emergence of new forms and mechanisms of state control and support.
