Abstract: This article is the first attempt to study the role of military departments of the country’s party committees in organizing social assistance for disabled veterans of the Great Patriotic War in 1941-1942. The most important state task during the war and post-war years was the organization of social policy for war invalids, as these people lost their ability to work while defending their homeland. Given that the social security system was virtually destroyed during the war, efforts had to be made to address this problem. Military departments not only organized social assistance but also constantly monitored and assisted social services in their work. Social support for the disabled, as is clear from the materials, took several forms: pensions and allowances, benefits for medical treatment, housing, provision of fuel, food and clothing, places in children’s health camps, and others. Employment for people with disabilities of the second and third groups was particularly important. The state, which urgently needed to replenish the workforce, along with providing benefits, expected the disabled to actively and effectively participate in the workforce. For those unable to return to their pre-war occupations, a retraining system was organized, enabling them to acquire new professions and join the working class. The reluctance of some disabled people to find employment led to punitive measures by the state: deprivation of benefits, pensions, privileges, and administrative sanctions. Those disabled people who were unable to work due to their injuries were placed in specialized hospitals or homes for the disabled, where they received medical care. The findings highlight the crucial role of Soviet and party organizations, including military departments, in organizing social support for disabled veterans of the Great Patriotic War.
