Abstract:
On February 29, 2024, during his Address to the Federal Assembly, Russian President
Vladimir Putin announced the launch of a new national project, «Personnel» starting in
2025, aimed at optimizing and reformatting the system of training qualified personnel to
meet the needs of the country’s socio-economic development [1]. According to the study
by the Center for Macroeconomic Analysis and Short-Term Forecasting, «Provision of the
Economy with Personnel: on the Most Important Structural Imbalances,» by 2035, GDP
and industrial production will grow by 1.4 times, while the surplus of specialists with higher
education is estimated at approximately 2.7 million people by 2035, and the shortage
of specialists with secondary specialized education is 3.6 million people, which does not
meet the needs of the rapidly growing Russian economy. The maximum (724%) surplus
of graduates was identified in the field of «political science and regional studies,» with the
total share of employed political scientists and regional studies specialists amounting to
57% [2]. A significant imbalance in supply and demand in the group of «political sciences
and regional studies» has caused a heated and diverse discussion in the political science
community about the quality of training, the specifics of professional implementation
and career prospects of «specialists in political professions» in the realities of the Russian
political continuum. This article presents an analysis of the current state and prospects
for the development of political science in the system of higher education and public
administration in the Republic of North Ossetia-Alania, identifies some dysfunctions in the
implementation of the resource and personnel potential of political science in the regional
political system at the present stage, and proposes mechanisms for their correction.
