PUBLIC HEALTH CARE AS ONE OF THE FUNCTIONS OF THE RUSSIAN EMPIRE’S POLICE IN THE LATE XIXth – EARLY XXth CENTURIES (ON THE EXAMPLE OF THE STAVROPOL PROVINCE)

Abstract:
The article analyzes public health care as one of the functions of the Russian Empire’s police in the late XIXth – early XXth centuries using the example of the Stavropol province. The relevance of the topic is determined by the importance of studying the issues of security and the work of law enforcement agencies of the state in modern conditions, as well as the lack of study of the issue on local material. The goals and objectives of the work include a study of the phenomenon of legalization of prostitution and medical and police supervision in the XIXth – early XXth centuries. The practical significance of the study lies in the possibility of studying the positive experience of using police forces and means to solve everyday problems of ensuring public health. Based on the analysis of archival materials of the State Archives of the Stavropol Territory – police reports, reports, summaries, acts, common features and features of regional law enforcement are identified, some aspects of the work of the Russian police in the XIXth-XXth centuries are clarified. It is noted that in the Russian Empire by the middle of the XIXth century a system of measures for police supervision over prostitution was being developed as a specific measure to combat the spread of venereal diseases, the mortality rate from which was very high during this period. All prostitutes were subject to mandatory registration with the Police Departments and underwent regular medical examination. Reports and reports of the Stavropol City Police of the early XXth century allow us to judge the great attention to the implementation of these regulations and the great thoroughness of the police in checking information and registering prostitutes, as well as supervising the passage of medical examinations. In general, it is concluded that, despite the fact that prostitution as a social evil is ineradicable, the experience of the police of the Russian Empire in the fight against the spread of venereal diseases can be used to solve modern social problems.
