Kavkaz Forum. 2025. Issue 24. Abstract: The article is devoted to the study of the peculiarities of the territorial organization of the bailiffs’ offices in the Caucasus in the late 1830s and 1840s. Based on the records of the Headquarters of the Caucasian Line and the Black Sea Region, as well as existing and projected legal acts, the article reconstructs the number of bailiffs’ offices and their subordination to the heads of the line’s distances. The article describes the principles of organizing the activities of bailiff offices in accordance with the rules «for the administration of the submissive mountaineers of the Northern slopes of the Caucasus» (1838). It is revealed that in 1838, there were 13 bailiff offices in the Caucasus, and some of them were hierarchically dependent on each other (chief bailiffs and their subordinate private bailiffs); and by the end of 1848, there were 15, including 2 chief bailiffs and several private bailiffs. It is noted that the offices of bailiffs were located either in the places where the population lived, or in the immediate vicinity of them. It has been established that by the end of the 1830s, a well-developed network of main and private bailiff offices had been established and was functioning in the Caucasus, with a clear definition of territorial jurisdiction, assignment to a specific district of the Caucasian Line, and funding from the state treasury and the line authorities for extraordinary expenses. It is concluded that all of this further characterizes the bailiffs’ offices in the Caucasus as one of the effective mechanisms for integrating the local population into the political and legal space of the Russian Empire and expanding its state apparatus.
